- March 2007: Initial Partners Meeting
- September 2007: Technical specifications for customized software out to bid
- October 2007: Project contracted; testing of server with limited functionality; beginning of development of online training
- February-March 2008: Customized software completed
- April 2008: Partners Meeting; online training module completed
- May 2008: Software rollout to participating agencies
- May-August 2008: Collection of email
- August 2008: Final Partners meeting
